Solar as a charitable and development policy: If the USA gave away stand alone individual PV systems, would we be seen as more helpful than by sending soldiers and military forces alone. Would providing electric light and low voltage electricity, perhaps suitable for charging cell phones and other electronics be seen as contributing to a society, rather than tearing it down. Some commentators have speculated that unconnected social groups are the future threat sources. Could we integrate some of the unconnected societies in the world by allowing them access to modern technology through distributed energy collection and storage? If the USA did not directly distribute PV systems, we could underwrite their distribution by others.
